This discussion forum is open to both English and Tagalog languages. Please feel free to post in your native language.
I just hope someone can help me if others use dialects, because I can only understand and speak Tagalog. But then, you can post with your dialect here too.

Help.. help.. help.. thanks a lot.. your advice or help would be greatly appreciated.. Hi Sheila, Here is the link to the Application and Instruction for Licensure by Examination for Registered Nurses Educated in Other Countries for Virginia: www.dhp.virginia.gov/forms/nursing/RN/RNforeign_grad-app_instructions_exemption.docUnfortunately, your situation doesn't qualify you to get registered in Virginia. First, even though you passed the local board exams in the Philippines, you are still not licensed until you register with PRC. And I believe that registration requires personal appearance. Second, I don't think you can take the CGFNS exam if you are not registered, because one of the requirements for taking the CGFNS exam is your local license. The verification of registration is conducted by both the CGFNS and BON. Other states would waive local licensure if you have a valid explanation, but Virginia is included in the Compact State, so they really have strict rules. Here are your options:1. You can go back to the Philippines and get registered first before pursuing your nursing registration in Virginia. In that case, you can take the CGFNS exam, and you can get registered in Virginia. 2. You may opt to get registered in another state that does not require local licensure. Examples are: California, New Mexico, Nevada... After you are registered in one of those states, you can then apply for licensure by endorsement in Virginia. Here is the link to the Application and Instructions for Licensure by Endorsement for Virginia: www.dhp.virginia.gov/forms/nursing/RN/RNEndorsement_app_instructions_verification.docThe license that will be verified this time will be the license you obtained from another state, and not the one from the Philippines. I hope this helps you understand the process and I wish you good luck for your NCLEX exam. Administrator

Hi Sheila, You are welcome Let's say you want to get your licensure in California, which does not require local licensure (Philippine nurse license) and CGFNS exam, then you don't need to get registered at the PRC anymore. Also, you don't need to take the CGFNS exam anymore. Here is the link for the Frequently Asked Questions for the California Licensing and Examination: www.rn.ca.gov/lic/lic-faqs.htm#faqsYou might want to check the Boards of Nursing in different states, so you will know which state you can get registered to. Also check which state processes the application fastest, because California takes 4 to 6 months to process your application. I hope this helps you with your question. Your questions are always welcome here, and we will try to answer them as much as we can. Thank you too, good luck and God bless:) Administrator

However, the processing of your new application will be shorter as they have evaluated your credentials already. I believe you would need to go through the same procedure, and there is a question where you can say you have previously applied for registration. I hope this information answered your question. Let me know if you have other questions. Admin

Hi wildflower, Retrogression affects the priority dates of the immigrant visa petitions. That means the time when the petition was filed. Only petitions filed on or before October 1, 2005 will be able to receive an immigrant visa during their interview. You might want to check the date when your petition was filed, so you can tell for yourself if you are affected by retrogression or not. If you are not affected, you should expect an interview soon and receive your immigrant visa. It is usually taking time at the NVC to send the approved petition to the consulate, because they are waiting for a que for when an immigrant visa is ready for a new batch of approved petitions. Good luck and I hope I was able to answer your question. Feel free to post here again. Admin

hello po. bago lang po ako sa forum nyo. batch 06 po ako and maagt-take na po ako ng test 3 and 5 ng nle sa june. question ko lang po is yung tungkol sa susunod na step. kasi po tapos ko na po nclex(BON Calif) and ielts. di ba po visa screen na po ang susunod? and isa pa pong tanong, kailangan ba muna na may employer ka na abroad bago mo i-file yung visa screen? o habang pina-process yun thats the time na pwede ka maghanap ng employer? and lastly po, kailangan po ba na currently employed kayo as a nurse para ma-approvan kame ng visa screen or ng working visa..
last na po. may naisip lang po kasi ako. pwede po ba na, habang hinihintay ko maprocess yung visa screen eh magtrabaho ako sa middle east? okay lang po ba yun..just need your wise advise po. thanks....God bless po talaga...

Hi kobfrank, Thanks for posting here. First, congratulations for passing the NCLEX and IELTS exams. Second, good luck to your test re-take in June. To answer your questions, I would like to explain things to you. You should know that both H1-B and EB-3 visas are filed by the employer, not the applicant. In that case, before you can apply for either of the two visas you must have an employer first. Both H1-B and EB-3 visas require a minimum of two years work experience in your field of specialty, however I am not sure if they are waiving this for EB-3 for nurses as this is in short supply in the US. With regards to Visa Screen Certificate, please remember that CGFNS Certificate and Visa Screen Certificate are two different things. CGFNS Certificate is what you get after you pass the CGFNS exam. The Visa Screen Certificate is only needed when you are applying for an immigrant status, so I believe you must have an employer first to obtain it. It would be better if you are currently working as a nurse during your petition, however it is not a requirement nor a pre-requisite. Your work experience in the middle east would increase your qualification to be a nurse in the US. In that case also, you can buy time to prepare and wait for the application procedures. Keep in mind that the next filing for H1-B application is not until April 2008, and the USCIS is not accepting immigrant visa applications from the Philippines until the retrogression is over. Working in the middle east would be a great opportunity then since the earliest you could work in the US would be either late 2008 or early 2009. I hope I was able to address all your questions. Feel free to ask more questions next time. Filipino Nurses 2 US wish you all the best in your goals. God bless, too. thank you very much for your very detailed response. lumilinaw na po ngayon sakin yung mga steps. =) so basically i just need to get experience first they require experience min of two years. ang question ko lang po now is about the expiry of the examinations that we pass. di ba po ang ielts and nclex ay may expiry. kailangan po ba na maiprocess na ang visascreen application before magexpire yung exam? so parang okay lang kahit wala pa pong result yung application basta naifile na po...ganun po ba yun?
and also po, would just to ask your advice, mas maganda po ba na pag nagwork po sa middle east eh naifile na po yung application (so yung experience po na ongoing sa middle east di po kasama sa mga req na originally naipasa) OR pag nagtrabaho po sa middle east, doon nalang po ifile ang application sa US? mas mabilis po ba kapag doon na iprocess po.
thank you po talaga. pasensya na po at very curious and excited lang kami. Cheers!

Hello again kobfrank, It's good to hear I was able to explain things to you very well. Anyhow, the NCLEX exam result is valid up to 3 years, and I think 2 years for the IELTS. I am not very sure though, because I only know that TOEFL is valid for 2 years. Regarding the VisaScreen Certificate again, keep in mind that it is only required if you are applying for an immigrant or EB-3 visa OR if you are adjusting your status to become an immigrant from a temporary work visa or H1-B. Actually you can work in the US on an immigrant status for one year with only your valid local license. That means you don't necessarily need the NCLEX exam before you are granted an immigrant status. It means you can take the NCLEX exam and pass it within one year that you are working in the US already. Lastly, the application process of both the H1-B and EB-3 visas are done in the US at the USCIS. The employer will file for the petition for you. You will only have your interview at the nearest US embassy of your location, so it doesn't matter whether you are in the Philippines or in the Middle East. You can have your interview in the Middle East. However, your visa will be counted from the visa allotment for the Philippines (or Philippine-born citizens). That means, if there is no available visa for Philippine-born citizens, regardless of your location in the world, you will not be able to obtain a visa until the visa becomes available for you. On the other hand, the H1-B visa is irregardless of your nationality. They process it on a first come first served basis. I recommend that you go ahead and work in the Middle East for 2 years and after that little bit of sacrifice, I'm sure you will be able to work in the US after that. Goodluck for your test re-take. You seem to be a smart person, so I'm sure you will pass them again. We are here for you!
